A squeal, chirp or whine from the front of the engine usually comes from the accessory (serpentine) belt system — the belt itself, the tensioner, or an idler/accessory pulley bearing. It's a common, cheap-to-fix noise, but a snapped belt leaves you with no water pump/alternator/steering, so don't ignore a deteriorating one. See Serpentine Belt DIY for replacement
